Frequently Asked Questions

How does the water district use impact fees?

The district uses impact fees to pay for public facilities including water rights and water supply, treatment, storage and distribution facilities – a multi-million dollar annual cost.  Fees are based upon the impact on capacity of public facilities created by development activity.

Impact fees to date have been spent on bond payments for the Quail Creek Project including the water treatment plant, Sand Hollow Reservoir, Crystal Creek Pipeline, wells, pipelines and other facilities built as part of our existing water system. The costs of these projects currently exhaust the district’s impact fee income.

All water users’ benefit from shared project costs, which are significantly less expensive than an individual’s cost to secure, treat and transport water.

Impact fees are established by the district’s adopted Impact Fee Facilities Plan, Analysis and Enactment. Fees reflect a development’s proportionate share of eligible water infrastructure costs.

Standard connection fees are based on meter size, as shown in the schedule above. Fees for nonstandard connections are calculated individually based on factors that reflect the projected impact of the development on the district’s facilities including the type of development, the number of meters (any size) per connection, and the use of extra-large meters (over 2 inches). The district may also adjust standard fees for unusual circumstances or based on project-specific information, including studies and data supplied by the developer.

For project-specific fee information, contact the district at 435.673.3617 or impactfees@wcwcd.gov before submitting your application.

Impact fees are due when a building permit is secured.

Request an application from the respective city if securing a building permit. Bring the completed application, ensuring the city has completed its section, along with payment to the district’s office located at 533 E. Waterworks Dr. in St. George, UT.

Residential developments (subdivisions and individual lots) that comply with the district’s Ultra Water Efficiency Standards (UWES) will be eligible for a reduced water district impact fee. Participation in this voluntary, perpetual program helps conserve water, reduce costs and support sustainable housing in the region.

Program requirements include:

Homes in the Ultra Water Efficient Developments are subject to the Excess Water Use Surcharge for water use above 8,000 gallons per month.
