Invitation for Bids-AWP Demonstration Facility Process System Equipment
Project Overview
PUBLIC NOTICE OF INVITATION FOR BIDS FOR ADVANCED WATER PURIFICATION (AWP) DEMONSTRATION FACILITY PROCESS SYSTEM EQUIPMENT PROCUREMENT
The Washington County Water Conservancy District (district or Owner) is issuing an Invitation for Bids for Process System Equipment for the Advanced Water Purification (AWP) Demonstration Facility.
A copy of the Invitation for Bids is available at wcwcd.gov/procurement.
Project details: The AWP Demonstration Facility is a small-scale treatment system designed to provide purified drinking water from non-potable reuse water. The treatment system will be sized to receive reuse water at a flowrate of approximately 15 gallons per minute (gpm) and produce approximately 1.0 gpm of purified drinking water. The treatment system will consist of manufactured equipment skids, including ultrafiltration, reverse osmosis, ultraviolet advanced oxidation process, post treatment processes, and all required chemical systems. Within the treatment system will be multiple sampling locations, instrumentation/analyzers for monitoring treatment performance, and controls to ensure that the purified water meets drinking water quality standards. The treatment system is required to operate as a standalone system and will be equipped with a control system to support full operational oversight.
The purpose of the AWP Demonstration Facility is to be a public education center focused on purified water and water conservation as part of the district’s Regional Reuse Purification System. More information on the system is available at wcwcd.gov/reuse.
Project location: The AWP Demonstration Facility will be located on the corner of State Street and 740 North in La Verkin, Utah 84745. It will receive non-potable reuse water for treatment from the nearby Confluence Park Water Reclamation Facility owned and operated by the Ash Creek Special Service District.
Scope of work: The Supplier shall be responsible for furnishing a complete, fully integrated, and operational equipment system meeting the performance requirements of the Contract Documents as defined in Section 01 10 00. The Supplier’s responsibilities include, but are not limited to:
a. Designing, engineering, fabricating, and furnishing all equipment and system components within their defined scope of supply.
b. Ensuring proper coordination and compatibility of all supplied components, including driven equipment, controls/interfaces, and ancillary systems, whether manufactured directly or provided by approved subcontracted manufacturers.
c. Providing a system-level review to confirm compatibility, constructability, and operability of all supplied components, including equipment specified elsewhere but required for proper system integration.
d. Ensuring that all system components furnished are coordinated such that the complete system operates in accordance with the specified performance requirements.
e. Providing installation guidance, technical support, and field services during equipment installation, startup, and commissioning.
f. Performing installation verification checks to confirm that equipment has been properly installed prior to startup.
g. Completing all FAT, SAT, startup, and commissioning activities as required in the specifications.
h. Providing training for Owner and/or operator personnel on operation, maintenance, and troubleshooting of the supplied system.
i. Providing certified performance data, operations and maintenance (O&M) manuals, and as-built documentation.
j. Maintaining unit responsibility and integrating the equipment system as defined in the Contract Documents. This requirement for unit responsibility shall in no way relieve the Supplier of responsibility for meeting the overall performance of equipment as specified in the Contract Documents.
